We don’t know or don’t need to know who performed the action
The action itself is more important than “doer”, or we don’t want to tell who performed the action
In writing, especially in scientific and technical report and newspaper articles, the passive is more formal.
In spoken English, we often use a subject such as people, somebody, they, we, or you even when we do not know who the doer is.
