A New Curriculum
On October 30, 2018, the College of Arts & Sciences faculty (教员 ) approved a new
undergraduate curriculum to be carried out over the next two to three years. The new curriculum
focuses on the theme of exploration and reaffirms the college’s commitment to a liberal arts and

Innovative Learning
If you’re one of the 3,000 students across the university taking biology or physics at the College,

Heroic deeds come in all shapes and sizes. Some of them require bravery in the face of danger, and
others result from a simple random act of compassion. Natalie Fernando was taking her 5-year-old
autistic (自闭的) son Rudy for a seaside walk when the little boy got into a meltdown, a breakdown of
self-control.
“My son loves to walk, but he hates to turn around and walk back. We usually try to walk in a
circuit to avoid this but on his favourite walk with the boats we have no choice but to turn back. This
will often lead to a meltdown, one which I can normally handle but not for today,” Fernando explained
on her Facebook page.
The area at Southend-on-Sea is a popular walking spot in Essex, England. Knowing she and Rudy
were drawing attention and that her son’s outburst might go on for an hour, Fernando was apologetic
but she soon found herself subjected to the blaming stares and comments of passers-by.
That’s when a total stranger named Ian stopped to ask if she was okay. When Fernando explained
what was going on, as if it was the most natural thing in the world to do, he lay down on the ground
close to Rudy and engaged him in conversation. The calming behavior quickly turned the situation
around. After Rudy became calm, Ian walked Rudy and his mom back to their car.

“I wish there were more of this man around and my gratitude is beyond words,” Fernando said. “I
will not forget his kindness. Thanks, Ian, you truly are a kind man.”

Over the past decade, drug-resistant diseases have appeared as a major health threat. But where do
they develop the drug resistance One surprising theory: they may have developed the resistance on
farms, and not in hospitals.
The crop protection products that farmers use to control many plant diseases are almost the same
as the drugs that doctors use to treat infections, including fungi (真菌). Fungi are continually mutating
(变异), and with a life cycle measured in days or weeks, they mutate quickly. When a mutation produces
resistance to a chemical killing fungi, fungi will jump to any host that provides a welcoming
environment, such as a human body. And if the treatment for the fungal infection involves a drug similar
to the fungicide (杀真菌剂) encountered on the farm, fungi may develop quickly in the human body
just as they did in the field.

An obvious solution is to use less fungicide in the field. Reducing fungicide use would not only
slow the development of the drug resistance, it would also help restore diversity to the fungal world.
However, fungicides are a must in the farming community. Plant diseases pose a major problem for
farmers globally—in some crops, disease can reduce harvests by more than 70 percent—and failure to
deal with the problem can mean financial ruin.
Just like fungi—or, indeed, any living thing—plants continually evolve. This is how natural gene
editing works, and without it, we’d all still be single cells in a salty soup. Through natural selection,
almost any plant will eventually produce resistance to fungi. But this can take centuries, so we don’t
have the time to wait.
On the other hand, advances in genetics have given us an understanding of nature’s gene editing
process in plants, helping us develop resistance to a disease. Gene editing techniques can then enable
us to produce disease resistance—just as nature would do, if given enough time.

I encourage the people of Arkansas to vote No on a referendum (公投) to abolish the state’s
motorcycle helmet law. The state’s current helmet law saves hundreds of lives per year, and it is senseless
that people should be injured or killed merely because they are too vain to wear a helmet. Furthermore,
the helmet law helps to reduce public expenses on health care. For these reasons, the citizens of Arkansas
must oppose the referendum.

One hardly needs to check the numbers to find that helmets protect motorcyclists against injury or
death. For those who are skeptical, however, the National Highway Traffic Safety Administration
(NHTSA) calculates that in an accident helmets reduce the likelihood of fatal injury by 29%. After
California passed its helmet law in 2002, the motorcycle-related deaths decreased by 37% in a single
year. If motorcyclists wish to protect themselves against injury and death, they should wear a helmet
whenever they ride.
Many opponents of the helmet law agree that helmets save motorcyclists’ lives, but insist that the
decision to wear a helmet should be left to the individual rider. Perhaps this argument would be
reasonable if motorcyclists were the only ones negatively affected by their decision, but this is not the
case. A 2012 study by the NHTSA concluded that only about half of all injured motorcyclists were
properly insured (投保), which means many of these riders likely relied on public funds to pay for their
healthcare costs. If the citizens of Arkansas choose to abolish the helmet law, we can expect these costs
to rise significantly, and soon our state will be in a financial crisis.
Opponents of the helmet law offer two main arguments. First, they argue that properly educating
riders is the best way to avoid accidents. I agree entirely. However, some accidents are unavoidable,
and as I have argued, helmets significantly reduce health care expenses associated with all accidents.
Second, opponents argue that helmet laws infringe on their personal freedom. Again, I agree that the
government should avoid limiting individual choice whenever possible, but as I have shown, the
decision to wear a helmet does not affect only the rider, so this issue is not a simple matter of individual
freedom. The government must not allow a few individuals to make society bear the burden of their
irresponsible choices.
In a perfect world, helmet laws would not be necessary because all riders would wear them
voluntarily. However, we do not live in a perfect world. Therefore, we must require motorcyclists to
make this socially responsible decision.
