It means "suggest".
Julia Ward Howe was the first person to propose a national mother's day in the United States. She called on mothers to work together for peace and organized Mother's Peace Dayin Boston.
Ann Jarvis started a tradition of Mother's Work Days, teaching mothers how to improve the health of their families. She also organized women's clubs, providing medicine for the poor and helping families with a sick mother.
Anna Jarvis, daughter of Ann Jarvis, gave a speech after her mother's death, and asked people to remember their mothers by words, gifts and acts of affection.

Introducing the history
Explaining how it is celobrated
Dear Jennifer,
I am happy you would like to learn about the Dragon Boat Festival as it is one of my favourite festivals. It is a public holiday and an important festival in Chinese culture. It is held on the fifth day of the fifth lunar month.
The Dragon Boat Festival has a longhistory. It was started in honour of the great poet Qu Yuan. He was also an important political figure in the state of Chu. He was wronged and sent away. He drowned himselfin the Miluo River when the capital of his country was taken by the enemy state Qin. It is said that people raced in their boats to try to save him from the river and when they could not, they dropped balls of rice into the river so that the fish would eat them instead of Qu Yuan's body.
Nowadays,we celebrate the festival in many different ways. For example,we hold dragon boat races and eat rice dumplings. It is a really fun festival! Maybe one day you can visit China and experience the festival for yourself .
Best wishes,
Lulu
