否定转移：
宾语从句要表示否定概念，将否定词not转移到主句的谓语

that 一般可以省略，但是：
1. 两个并列的宾语从句，第二个从句的引导词

She may tell you, for example, that she is interested in Chinese.
3. that引导的宾语从句本身是一个复合句时,

1. whether ... or not结构中，
whether不能被if替换
