It means people who do not have enough money,food, education, and all the things that are necessary for people to live a happy and comfortable life.
It is located just to the north of Australia. It is a developing country, 40% of the population is self-sustaining and have little money or no experience of having money, getting a salary, or buying things in shops. Some communities don’t have school.Many schools have volunteer groups helping them.
