Schools will enforce specific rules to limit students' mobile phone use on campus.
Smartphones have become a necessary part of our daily lives. However, to protect younger students' eyesight and make sure they focus on their studies, primary and middle schools will have more specific rules to limit students' mobile phone use on campus.
The Ministry of Education (教育部) released (发布) a notice in January that restricts primary and middle school students from carrying mobile phones to school. Those who still require their phone for some reason must get their parents' and teachers' agreement and must hand their phones over during class time.
The policy aims to improve students' focus on study and fight addiction (上瘾) to the internet and games.
According to a 2020 report by the China Internet Network Information Center, China had 175 million internet users under the age of 18 in 2019, with 74 percent having their own mobile phones. This is worrying, as long-time use of smartphones harms children's eyesight, cervical vertebrae (颈椎) and even the brain, according to the World Health Organization.
On Feb. 19, Beijing Municipal Education Commission(北京市教委) released a notice that asked all local primary and middle schools to include rules regarding smartphone usage in campus management. Schools should clarify (阐明) where, how and who will take care of the phones for students who have received agreement to bring them.
Many schools have taken measures to limit students' phone use on campus. According to Zhou Dandan, an English teacher at Beijing No. 20 High School, every classroom in her school has a deposit box to store students' phones during class. Before the new regulation, she noticed that many students were preoccupied (沉迷)with their phones. Some even played games on them during class. Zhou said that most students lack self-discipline. “Spending too much time on the phone will distract them and prevent them from learning, ”she added.
Li Jisen, an 18-year-old student from Beijing 101 Middle School, agrees with the new policy. “In general, there are more advantages than disadvantages,” he said. Li believes that regulating phone use at school is the only way to put the focus back on academics.
Kathy Chen, a parent from Shanghai, allowed her daughter to take her phone to school. Chen said it's more important to cultivate kids' ability to self-manage and develop good habits of phone usage.

Every March, China's future is discussed at the two sessions (两会). As China's key annual political (政治的) gatherings, the two sessions refer to the sessions of the National People's Congress (NPC, 全国人民代表大会) and the National Committee of the Chinese People's Political Consultative Conference (CPPCC, 中国人民政治协商会议).
During the two sessions, the government work report is delivered (发布). The report looks back at the government's work over the past year and suggests new policies (政策) for the next year. Many big decisions, like making and changing laws and electing (选举) national leaders, are discussed and decided during the sessions.
This year's two sessions were held from March 4 to 11. This year marks the beginning of China's 14th Five-Year Plan (2021-2025). A draft outline (纲要草案) of the plan was approved (通过). There was a lot of focus on how China will achieve the goals that have been set in the plan.
The 14th Five-Year Plan includes many big goals, including those related to research and development. China's spending on research and development will rise by more than 7 percent per year during the 14th Five-Year Plan period. This means that the government will build more labs (实验室) and start more science and technology programs.
The government will also develop more equitable (公平的) education. For example, it will provide better schooling for children of rural migrant workers (农民工) in cities. It will continue to encourage universities to enroll (录取) more students from rural areas.
The life expectancy (预期寿命) of Chinese citizens is expected to increase by one year during the 14th Five-Year Plan period. Average life expectancy in China is currently 77.3 years. Public fitness programs will be carried out and more exercise equipment (健身器材) will be built in residential communities (居民区).
China will keep improving its environment too. There will be steady (稳定的) growth in China's forest coverage (覆盖率), going from 23.04 percent in 2020 to 24.1 by 2025. The country will also use more clean energy sources, such as solar (太阳的) and wind energy.

In 1994, a Japanese Masahiro Hara invented the Quick Response code (QR 二维码)as a way to increase the amount of information that could be stored on a paper label. Before this, one-dimensional (1D) barcodes had already been used since 1974 when the first barcode(条形码) was scanned in a supermarket in the USA.
The first barcodes consisted of two parts: the barcode and the 12-digit number. But the two-dimensional (2D) code made by Mr. Hara can hold as much as 7,000 digits or 4,000 characters of text, including all Japanese characters. Many books have QR codes on their back cover which provide information such as the price, the author and the publisher.
Around 2006, Wang Yue and his team developed the Hanxin Code which can also encode Chinese characters. Short Hanxin Code, instead of long Chinese names, are now widely printed on the large quantity of shoes on trucks and ships. In 2014, Wang Yue's company produced its first self-service QR code reader-the Smart Box. Now it has become the most popular offline payment in China.
QR codes can be easily read with any mobile phone that has a camera. So they are now widely used in factories and supermarkets, on various tickets and restaurant cashier tables. On 14 February, 2020, a QR code called ‘Health Code' is used in Hangzhou for people to quickly report their health status. Firstly, find an app named Alipay and scan the QR code included. Secondly,
provide your name, phone number and ID number. Thirdly, answer some questions about your health status and whereabouts. Then you will get the ‘Health Code' with different colour, green for “being healthy”. Only with an updated green code, you may be allowed to enter or leave Hangzhou. On 21 February, 2020, a QR code is also used by Ms. Tang to inform her students about the course arrangement.
