but 和and 都是两个相同词性的词,表并列关系。but更强调两种不同甚至相反的,但可同时存在的特点或状态;and则是两个相同意思的特点或状态。

It is / was +被强调部分(除谓语以外)+who / that …其他部分。这是强调句型。去掉强调结构it is/was…that (who)…后,剩余成分稍作调整或不作调整仍能组成一个语法完整的句子。
