The reason why the French passed the law is “the Rooster Morris case” in July 2019. At that time, a couple who moved to live in the Western French town of St. Pierre sued(起诉) a neighbour’s rooster named “Morris” because the rooster’s crowing(打鸣) in the early morning made them unable to sleep. However, the couple were ordered to pay the rooster’s owner 1,000 francs instead of getting supported on “Rooster making noise”. “It’s a rooster. It’s his right to crow!” Morris’s owner thinks that the neighbour’s request is unreasonable, which also shows the great difference between city and country life in France. More and more people from cities move to the countryside in France. They enjoy the fresh air, blue sky and warm sunshine there, but they can’t stand the sound of insects, birds and even rooster crowing in the countryside. In the local government’s opinion, protecting the rooster’s “crowing right” is also protecting the “sensory heritage” of all the French natural and cultural heritage.
The law gets widely welcomed in St. Pierre. “I’m glad that the law can protect our animals and lifestyle,” a villager told the media. “I support the decision. Rooster crowing is a French tradition,” an officer from the government said. “This is a real victory for the countryside community, and each of us should do our best to protect the countryside.”
