(a person or group of persons elected or appointed to perform some service or function, as to investigate, report on, or act upon a particular matter)
The committee meets at three today.
The committee expressed reservations about the proposal.
committee是集合名词
用作主语时如作为整体看待其谓语动词常用单数形式, 常用which作关系代词
First, congratulate you on your being elected into the committee, which publicizes traffic regulations.
如强调各个成员时其谓语动词则常用复数形式, 常用who作关系代词

committee和 commission都可以表示 ”委员会”，但在定义上不同
committee: a group of people are appointed for a specific function by a larger group and typically consisting of members of that group.
委员会：由机构指定执行具体职能的组织，成员往往是本机构人员。
commission: a group of people entrusted by a government or other official body with authority to do something.
委员会: 由政府或官方授权成立的机构，执行政府工作或职能。
所以，committee和 commission主要区别在于非官方和官方。如:
公司纪律委员会：the disciplinary committee
而欧盟委员会主席： The European Commission President

(to make things better, to bring into a more desirable or excellent condition)

注意: improve绝无被动语态（可主动表被动）！！！如：

There is need for improvement in your handwriting.
improve往往指缺少某方面的东西或想要某方面的东西而改进，如improve one's health/improve the method;
better往往是更加满足某方面需求的改进，如better the conditions of the workers/better oneself;
