《中华人民共和国环境保护法》
是为保护和改善生活环境与生态环境,防治污染和其他公害,保障人体健康,促进社会主义现代化建设的发展而制定的法律;该法于1989年12月26日颁布和施行;全文共六章四十七条。多年来,环保法修法呼声不断,从1995年到2011年,全国人大代表共有2400多人次提出修改环保法的议案78件。2013年10月21日,环境保护法修正案草案第三次提交全国人大常委会会议审议;三审稿再次调整了诉讼主体范围,拟扩大至从事环保公益活动连续五年以上且信誉良好的全国性社会组织。2014年4月24日,十二届全国人大常委会第八次会议审议通过了环保法修订案,定于2015年1月1日起施行;这部法律增加了政府、企业各方面责任和处罚力度,被专家称为“史上最严的环保法”。[2]
