The rising tone is often used to express uncertainty, unfinished meaning, or implicit (含蓄), euphemism (委婉), comfort, modestly asking for advice, etc. In American culture, we often use rising intonation to express friendship.

English Intonation
1.General questions (questions that can be answered with yes or no) usually end with a rising intonation. Generally speaking, it reads rising tone.
