Being able to speak Japanese is very important.

Discussion 2
could and was / were able to
He was the best person for the job. He could speak Japanese and he had experience of working in the arts.
I was the only one in my class who wasn’t able to / couldn’t swim.

Summary
Discussion 2
could and was / were able to
She was able to find a substitute for Tim.
(not She could find a substitute for Tim.)
She couldn’t/wasn’t able to help him.
We use was/were able to (not could) to talk about success in
a particular task or activity.
You can use both couldn’t and wasn’t/weren’t able to
to talk about not succeeding in a particular task or activity.
Discussion 3
We can use had better instead of should / ought to, especially in spoken English,
to say that we think it is a good idea to do something:
If you're not well, you'd better ask Clare to go instead. (or ... you should /ought to ..)
You should / ought to have caught a later train. (not You had better have caught … )
I don't think parents should / ought to give children sweets.
We prefer had better if we want to express particular urgency or in demands
and threats:
There's someone moving about downstairs. We'd better call the police, quickly.
否定:had better not
He'd better not be late again or he'll be in trouble.
