The Ford Foundation is a charitable organization that calls itself “a partner for social change”. It has a study program available to college graduates in 22 countries and territories (地区) in Asia, Africa and Latin America. The Ford Foundation International Fellowships Program offers graduates a chance to continue their studies. The aim is to help them learn ways to solve problems in their own countries.
Joan Dassin, the executive director of the program, said, “Let’s say you have an undergraduate law degree but you really want to be able to bring international human rights standards to your part of the world. In that case we would send you to a program in Geneva on international human rights. So we work very closely with students not so much about what they want to study, but more about what problem they are trying to solve.”
About two thirds of the fellows study in the United States, Canada or Europe. The others study in their home country or region. Fellows are chosen by independent local committees. They get advice about which schools and programs could help them reach their goals. The foundation says 95% are accepted into a university graduate program within one year of getting a fellowship. Almost 4,000 fellows have been chosen since June of 2001. As of last December almost half had completed their fellowships.
The Ford Foundation says the goals include strengthening democratic (民主的)values, reducing poverty (贫穷) and increasing international cooperation. Another goal is to make sure fellows return home to use their education. The program pays all costs, including support services like training in computer skills, academic writing and a foreign language.Partner organizations in the home countries stay in contact with the fellows throughout the program.
Joan Dassin says the fellowships are aimed especially at those with the fewest resources available. He also said, “People from all walks of life, and particularly from rural areas or marginalized (落后的) communities, can have access to higher education at the most advanced levels, and our program provides that opportunity.”

Imagine something between a computer game and a pet that helps make you thin. One inventor, Cory Kidd, a graduate of the Massachusetts Institute of Technology, did just that and came up with Autom — a robot that will look dieters in the eye and tell them what they need to hear. Users can have daily conversations with the 38 centimetre tall robot, which will provide feedback (反馈) and encouragement on their weight loss progress.
Its blue eyes open and its head turns as a computer inside its head allows it to search for a human face in front of it and have eye contact. “Hello, I’m Autom! Press one of the buttons below to talk to me,” it says in a female voice with an American accent. “I’m ready to get started. Let’s keep working together.” Users tap their details onto the robot’s screen in response to its spoken questions about weight, diet, exercise plans and goals and over time it builds up a knowledge of the strengths and weaknesses of the people who want to lose weight to design its questions and advice.
Autom will hit the US market later this year, and will sell for around $500. The $86 billion US weight loss market has already been targeted by Wii Fit and My Weight Loss Coach games, but Kidd wants Autom to offer a more personalized (个性化的) way of using technology to lose weight.
Lona Sandon, professor at the University of Texas, had not seen Autom in action and said she could not say how successful the product would be. “For some people who need feedback, it could be a good tool. But some will just get bored of it,” said Sandon. In an article published in the Slate magazine, Ray Fisman writes about “why giving poor kids laptops doesn’t improve their scholastic performance”. The title of the article is “The $100 Distraction Device”, a response to the One Laptop Per Child (OLPC) program, originally known as the $100 Laptop.
The article does ultimately reach a conclusion. Merely having computers doesn’t necessarily improve academic performance. Far more important is how computers are used in people’s lives. The article builds on Fisman’s personal experience as well as new research by economists Ofer Malamud and Cristian Pop Eleches, who had access to results from the Euro 200 program that gave poor families computers in Romania.
Fisman also recounts the billions that the government spent helping to equip schools with computers. The result of this is that there has not been much improvement.
Fisman concludes that if children have computers on which they just play games, they will perform poorly in school. If they do academic work with them, of course they might have different results. Marc Prensky and others might take issue with Fisman, as they see tremendous educational value in some video games.
The bigger point is that merely giving computers to people or pushing them into classrooms will just waste more money and will not help poor students. Merely spreading the OLPC program across the developing world won’t help.
But there are many ways computers can have a tremendous impact if used correctly. If the OLPC program is used not as an end, but instead as a means, it could have exciting results. To do this, the OLPC must be used as a way to connect students to learning opportunities through interactive software. If it is done correctly, we might see that although computers don’t help poor kids, computer based learning does.

Robinson said keeping girls in school was one of the most important things policymakers could do to address the coming challenges of an ever increasing population, predicted by the United Nations to reach 7 billion soon. “European countries are concerned about aging populations, but this is much less of an issue than the huge number of people which we are going to see over the next 40 years when the population goes from 7 billion to 9 billion,” she said. “Almost all of that increase will be in poor developing countries, so that we have a very big challenge.”
Family planning experts worry in particular about the future population explosion in Sub Saharan Africa. In May, the United Nations projected the world population would reach 9.3 billion in 2050 and 10.1 billion by 2100. Much of that growth will come from Africa, where the population is growing at 2.3 percent a year — more than double Asia’s 1 percent growth rate. If that rate stays consistent, which is not certain, Africa’s population will reach 3.6 billion by 2100 from the present 1 billion.
Joel Cohen, a professor of population studies at Rockefeller University and Columbia University in New York, said universal secondary education offered a way to reduce population in high birth rate regions. In addition to providing information about birth control, a secondary education teaches women to reduce their own fertility, improve the health of their children and allows them to move from a mindset of having many children in the hope that some will survive to improve the quality of each child’s life, Cohen wrote in the journal Nature.
