1) no more ... than和not more ... than
前者的意义和语气在于强调该形容词或副词的反面性质,后者只是简单地进行程度上的比较。试比较:

这本书不及那本书难。
The second story is no better than the first one.
第二个故事和第一个故事一样不好。

2) no more than+数词/名词和not more than + 数词/名词
前者主要用来表达作者的主观看法或口气,强调数量之少(小)或微不足道;后者只是客观地表示“不超过”,没有什么特殊的意味。试比较:
No more than three people came to my class.
只有三个人来上我的课。
Not more than ten guests came to my birthday party.
来参加我的生日宴会的客人不超过十个。
