Most cars have seat belts as part of their equipment. Seat belts protect drivers and passengers in case of accident. They also reduce the effect of a crash on the body. Safety experts estimate that the devices save thousands of lives a year in the United States alone. Worldwide, some experts say, the devices have protected up to a million people.
The first seat belt was said to have been created in the 19th century by George Cayley of England. He is remembered for many inventions, especially for early “flying machines”. The United States first recognized the invention of an automobile seat belt in 1849. The government gave a patent (专利) to Edward J. Claghorn of New York City so that others would not copy his invention. Claghorn called the device a Safety-Belt.
Other inventors followed with different versions of the seat belt. But more than one hundred years passed before the current, widely used seat belt was developed. It resulted from the work of a Swedish engineer, Nils Bohlin. His three-point, lap and shoulder seat belt first appeared on cars in Europe fifty years ago.
Nils Bohlin was born in Sweden in 1920. After completing college, he designed seats for the Swedish aircraft industry. The seats were built for the pilot to escape from an airplane in case of disaster. In 1958, Bohlin brought that knowledge to the Swedish car manufacturer Volvo. He was the company’s first chief safety engineer.
At the time, most safety belts in cars crossed the body over the abdomen (腹部). Nils Bohlin recognized that both the upper and lower body needed to be held securely in place. His invention contained a cloth strap (带子) that was placed across the chest and another strap across the hips. The design joined the straps next to the hip.
The Swedish engineer won many honors for his seat belt. He received a gold medal from the Royal Swedish Academy of Engineering Sciences in1995. He died in Sweden in 2002.

When Richard Garriott de Cayeux held a costume party the night before his wedding in Paris, his 82- year-old mother dressed up as an Indian princess and attended as a robot. Helen Mary Garriott wasn’t strong enough to make the long trip from her home in Las Vegas. So Mr. Garriott de Cayeux went looking for alternatives. Britain’s pub landlords (酒吧店主) are looking with a worried eye to the UK Chancellor’s budget for fear that the annual tax gathering round will strike another blow to a traditional industry already reeling (蹒跚). Thousands of pubs have closed since the financial crash in 2007.
The Plough, which was once a coaching house for travelers, has been serving Britain’s famous warm beer since the days of Shakespeare. Now it is under threat too. “Yeah. So many pubs have been closed over the last few years even in this area,” said Derek O’Neil, the manager of The Plough Pub.
Many reasons are the cause — a ban on smoking in public, severe laws against drinking and driving and high taxes have all combined to kill off nearly 10,000 pubs in the last seven years, according to the British Beer and Pub Association. With the closures, pubs are being redeveloped. Many have turned into supermarkets, where the beer is sometimes cheaper.
Britain’s pubs continue to play an important part in the UK economy, selling thousands of different beers and employing more than a million people. The reality, though, is pubs are suffering something of a hangover (遗留物). In the last 15 years the amount of beer sold in pubs has fallen by eight million barrels to just under 36 million a year. Pub landlords want tax breaks (税务减免).
“People have less money in their pockets, so they can’t go out and spend it and habits are changing — so much alcohol is nowadays drunk at home,” said Brigid Simmonds, Chief Executive of the British Beer and Pub Association. “Yeah, I miss the pubs where there’s a lot of character, especially 30 years ago. Art therapy (疗法) is a distinctive way to help people with varied emotional (情绪的) difficulties, combining treatments with methods of making art. An art therapist will use art supplies such as chalk and paint to work closely with a patient, helping them better understand themselves through creative means.
Art therapy is based on the following principles: The art therapists believe that making art can, in itself, be a great healing process. They also think that art can be a form of symbolic communication, helping people work out their problems symbolically, as is expressed in their art. Based on the belief that the process of making art in and of itself can be healing, art therapy allows more to be expressed than simply words. It is an accessible therapy for those who cannot — or will not — rely on language, either because they are too young, or have some emotional or physical impediments (障碍).
It all started in the 1940s, when artists working in some hospitals became aware of the fact that art could be the basis for a strong working relationship between therapists and patients. It is now used not only for people with emotional problems or mental health problems, but also for “healthy” people who want to express themselves and get to know themselves better through art.
People go to an art therapist for a variety of reasons. Some are young children who lack the means to express themselves properly, and can only do so through art. The trained therapist helps them to better understand the problems they are facing in a relaxed atmosphere that is fun rather than threatening.
Others are adults who shy away from open communication, or who simply prefer to show their feelings in an artistic fashion. Rather than deal with problems in a traditional talking therapy, they prefer to talk and create art at the same time, with a qualified therapist who will blend the two activities together for best effect in a safe and comfortable environment.

The Obama administration last week announced a plan to protect Internet users in the United States. The administration has suggested what it calls a Consumer Privacy Bill of Rights (《网络用户隐私权利法案》). The bill is meant to give Americans more control over their personal information.
President Obama said last Thursday, “Never has privacy been more important than today, in the age of Internet, the World Wide Web and smart phones.”
Under the Consumer Privacy Bill of Rights, Americans would have more control over what personal data companies collect from them and how they use it. It also would require the companies to be more open about their privacy and security policies.
Darren Hayes, head of the Computer Information Systems Program at Pace University in New York, says, “Many countries in Europe and Asia already have online privacy laws in place. I think that, you know, this legislation (法律) is just, it’s long overdue. I think that in its present form it looks very effective and I think that it is a step in the right direction and the average online user does need more control over the use of their information.”
Professor Hayes says the Consumer Privacy Bill of Rights holds companies like Facebook and Google to a higher level of responsibility. “I think in practical terms it’s going to make online companies more accountable for what they do,” he says.
The new measures are part of a larger government effort to improve online privacy. The administration has asked Congress (国会) to pass the legislation in support of the measures. It also wants lawmakers to give the Federal Trade Commission and State Attorneys Generals additional powers to enforce the measures. Professor Hayes says the effectiveness of the bill will depend strongly on that.
“What’s also going to be important about this legislation are the penalties (处罚) and fines,” Professor Hayes adds.
Also last week, a group of Internet browser (浏览器) companies agreed to support plans for adding “do-not-track” technology to their web browsers. The group agreed not to use tracking information to search for users who do not wish to be found out. The companies will, however, still collect the information.

An only child, a perfectly ordinary little girl in rural Wisconsin, I wanted sisters more than anything. When I turned seven, my parents made a decision that delighted me beyond measure: they chose to adopt children.
It was Christmastime when my two new sisters, aged 6 and 3, arrived from Colombia. When they came, our friends and relatives visited us bringing gifts to welcome them. When we learn a martial art, or ballet, or gymnastics, or soccer… we practice movements consciously and repeatedly. Our entire lives are like this, but we’re often less conscious of the practice.
Each day, we repeat movements, thoughts, ways of communicating with others… and in this repeated practice, we are becoming good at these things. If you often check Facebook or Twitter, that is practice, and you are forming that habit, though it’s usually not with too much awareness (意识).
When you smoke, or eat junk food, or speak rudely to others, this is something you are practicing to be good at. You may already be good at these things. If you could learn to take conscious action, you could learn to practice other things you want to be good at, rather than the ones you don’t.

This is the VOA Special English Agriculture Report. The United Nations is expecting the world to harvest more rice than it produced last year. The UN’s Food and Agriculture Organization says the world’s rice harvests should rise almost two percent, mainly because of the increased production in Asia. Large gains are expected for Bangladesh, Burma, China, India, Pakistan, the Philippines and Thailand. The FAO also predicts (预言) a recovery for rice harvests in Africa. It expects increased production in Mali, Nigeria and Senegal.
But the UN agency says harvests will be lower in the European Union and the United States. Two reasons for this are unusually dry weather and falling rice prices, which have led some farmers to plant other crops. Smaller rice harvests also are expected in Latin America and the Caribbean.
Concepcion Calpe is an economist with the FAO. She says good harvests in Asia will lead to reduced demand for rice this year. Demand is expected to fall nine hundred thousand tons to about thirty-four million metric tons. Ms. Calpe says one reason for the expected drop is better-than-expected production by some major importers, like Indonesia and Bangladesh. Other countries have set limits on how much rice they are willing to import.
The FAO says rice prices have stayed high for many reasons. They include higher costs for fuel, fertilizer (肥料) and, in some areas, labor. One country where rice prices remain high is China. Concepcion Calpe says the high prices appear to be in disagreement with the official Chinese reports of “record harvests”.

Today, there is increasing uncertainty about the future as we seek to adjust to (调整以适应) the new order with economic and social interconnections all over the world.
