Q: Why do we use the present tense instead of the future tense when we put an “If” before it
A: We use the future tense to say something will happen, but use the simple present tense to suppose if something comes true, what will happen .

Q: Can the “If…” part be an independent sentence
A: No. The “If…” part is the subordinate clause(从句), and it only shows an assumption. We need the main clause(主句) to complete the whole meaning.
