Who’s Got Talents 谁是达人？
此句中who’s为who has的缩写。have got表示“具有；具备之意，相当于have。此句字面上的意思是“谁有才华？”如：

1）be up to sb. to do sth. 表示由某人决定做某事。

3）be up to 的其他用法
（1）表示“从事于，忙于”，后接 n. pron. 或v-ing形式。
All of us are up to good deeds. 我们所有人都在做有益的事情。
（2）表示“胜任，适合，适于”，多用于否定句或疑问句。
Li Ping is not up to his work. 李平不能胜任他的工作。
