“建议某人做某事”可用advise sb. to do sth., “建议某人不要做某事”用advise sb. not to do sth.。advise对应的名词为advice,为不可数名词,如要表达“一条建议”,应为“a piece of advice”。

be up to sb.表示“由某人决定”。
