Teacher’s idea:
I think, the government, first, should take measures to help the city recover, then provide a lot of benefits for the local people to reinvigorate (使恢复元气)the economy, and offer them jobs and houses to live in.
What’s more, the volunteer organizations can provide medical help, psychological counseling and so on.
Language appreciation

4. Now we have another chance to look up at the stars of New Orleans, their beauty inspiring us and giving us confidence to move on.
本句中their beauty inspiring us and giving us confidence to move on做伴随状语。后半句是动词-ing形式的独立主格结构,inspiring和giving的逻辑主语是their beauty,而不是句子的主语we, 此处是说繁星的美激励“我们”,给“我们”继续前行的信心。
