If it is raining cats and dogs outside now, you’d better take your umbrella, because it means it is raining hard outside.
In ancient London, after a heavy rain, it was often a flash in the ocean, drowning many stray dogs and cats. Therefore, when the rain stopped, the water receded, and the streets were full of dead dogs and cats, as if there were many dogs and cats falling from the sky.
