Nongfu Spring CEO Zhong Shanshan tops Hurun China Rich List for third time

A total of 1,241 entrepreneurs with personal wealth of 5 billion yuan ($684.3 million) or above made to the China Rich List 2023, conducted by the Hurun Research Institute in association with baijiu brand Hengchang Shaofang, with Nongfu Spring CEO Zhong Shanshan topping the list for the third time with a personal wealth of 450 billion yuan.
Pony Ma Huateng, CEO of Chinese internet giant Tencent, ranked the second on the list with a personal wealth reaching 280 billion yuan, an increase of 65 billion yuan in 2022.
Colin Huang Zheng made it to the top three for the first time with a personal wealth of 270 billion yuan, an increase of 100 billion yuan compared with last year and the highest growth on the list. His jump banked on 's rapid growth and overseas expansion as its e-commerce platform Temu became one of the most downloaded apps in the US.
China meanwhile still remains the home for the world's most billionaires with 895 entrepreneurs with personal wealth exceeding $1 billion, followed by the US and India.
Despite a year-on-year decline of 5 percent or 64 people in the total number of listed entrepreneurs, the figure is still more than 40 percent higher than the figure before the COVID-19 epidemic, while 80 percent of listed entrepreneurs are new compared with a decade ago. The total wealth for listed entrepreneurs declined 4 percent year-on-year or one trillion yuan to 23.5 trillion yuan.
Listed entrepreneurs for 2023 come from a total of 144 Chinese cities, an increase of 12 percent compared with 129 five years ago, as many cities in China have been trying to develop local economy catering with specialties while stepping up supportive efforts for local entrepreneurship and innovation.
The report noted that entrepreneurs with more wealth growth over the past year came mainly from sectors such as online gaming, semiconductors, software services, and food and beverage. Entrepreneurs experiencing more wealth declines were largely from industries such as real estate, the photovoltaic industry and steel industry.
China has been rapping up efforts to boost economic development. Supportive measures have been implemented to help key sectors such as the private economy and the property sector.
Chinese first-tier megacities led a wave of home price recovery in September, with new home prices of China's four first-tier cities, namely Beijing, Shanghai, Guangzhou and Shenzhen, staying flat month-on-month in September, reversing a month-on-month decline of 0.2 percent in August, according to official data.

China commits to establishing region-specific environmental management system by 2025
China recently rolled out guidelines on building a system for region-specific environmental management by 2025. This system establishes comprehensive environmental goals for different regions to meet, while also allowing for flexibility in implementing measures that are tailored to local conditions. Experts believe that this move signifies a shift toward a more nuanced and sophisticated approach to environmental management in China.
The guidelines were jointly issued by the general offices of the Communist Party of China Central Committee and the State Council, the Xinhua News Agency reported on Sunday.
It is important to adopt a region-specific approach to environmental management, and to enforce red lines for the protection of ecosystems, the quality of the environment, and rational resource utilization, according to the guidelines.
By 2025, the system for region-specific environmental management should be established, and the system will be full-fledged and functioning efficiently by 2035, the guidelines noted.
The guidelines include 18 detailed policies covering six aspects, including facilitating high-quality development, ensuring high-level protection of the ecological environment, and strengthening supervision and assessment.
The guidelines call on regions to make their own environmental protection plans, based on the principle of sticking to national guide, obey the coordination from provincial level.
The previous ecological environment management systems were relatively extensive, with a one-size-fits-all approach that did not take into account the differences in development stages and the nature of problems in China, Li Wei, a professor from school of environment, Beijing Normal University, told the Global Times on Monday. Li had participated in making of the region-specific environmental management system.
For example, the system said that under the red lines listed for the protection of ecosystems, areas with high pressure for improving ecological environment quality, as well as high intensity of resource and energy consumption, should identify the areas where development conflicts with protection, and determine the key ecological environment control units.
Li said the new system achieves precision in ecological environment management through the differences in various regions. And unlike the previous environmental protection systems, which focus solely on certain area, the new system also manages to integrate elements such as water, air, soil, and ecology, as well as resources and environment, in a coordinated manner.
The new system also highlights the integration and innovation of new technology, artificial intelligence into environmental protection. It calls for the improvement of online government services and smart decision-making functions, in addition to enhance service efficiency.
In January, The Communist Party of China Central Committee and the State Council have issued guidelines to comprehensively promote the development of a "Beautiful China."
This development must be given prominence in the construction of a strong country and in the process of achieving national rejuvenation, according to the guidelines.
By 2027, China will have seen a continuous decrease in the total discharge of major pollutants and improve the quality of its ecological environment.
By 2035, green methods of production and ways of life will have been developed broadly, carbon emissions will have peaked and be in steady decline, and the country's ecological environment will have improved fundamentally.

香港特别行政区的电视和电影业已经培养了包括成龙和甄子丹在内的众多电影明星，将抓住新的机会，通过阿里巴巴与香港主要制片公司（包括Edko Films、Media Asia、环球娱乐、邵氏兄弟和英皇电影）之间的新举措来促进其发展。
这项名为“香港文化艺术产业振兴计划”的计划在亚洲产业年度版权市场FilMart发布，未来五年将通过阿里巴巴旗下数字媒体和娱乐集团的多个部门向香港的创意产业投资50亿港元（合6.4亿美元），包括阿里巴巴影业和流媒体平台优酷。
优酷副总裁谢颖在FilMart表示：“我们将支持新一代香港演员，让更多来自香港的创意人才在中国大陆蓬勃发展，并为年轻人才提供更多机会，同时保留和延续香港独特的流行文化。”。
该计划的目标之一是为全球观众制作内容，因为香港是中国文化向海外输出的重要窗口，这将有助于使中文内容引领全球电影和电视行业的未来。
“让香港的风格吹遍全球，让香港的明星在世界上发光，”阿里巴巴旗下数字媒体娱乐集团董事长兼首席执行官范路远的演讲如是说。
新的变化，新的机遇
几十年来，香港一直是全球第三大电影生产国，仅次于好莱坞和宝莱坞，也是第二大电影出口国。这座城市是华语世界蓬勃发展的娱乐业的所在地，孕育了动作传奇李小龙、成龙和李连杰等明星
从20世纪70年代开始，这座城市版的好莱坞，肖氏兄弟电影城，通过推广功夫类型，已经成为全球最大的私营工作室。
随着中国内地电视和电影行业制作的迅速流行，以及Netflix等国际公司的后期竞争，香港的电视和电影业经历了长期低迷，市场小、资源有限、主题过时和人才缺口等一系列问题困扰着香港。
然而，随着越来越多的年轻人重返这个行业，香港电视电影业通过拥有更大市场、更多主体和年轻血液的广东-香港-马考大湾区的发展，正在发生新的变化。
2023年，当地的法庭剧《有罪的良心》创造了历史，成为有史以来第一部跨越1亿港元里程碑的本地电影，在中央文化和旅游局研究院副研究员孙家山看来，这意味着香港电影业正“迎来一个新的发展时期”
2023年由谢淑丽主演的热播电视剧《新闻女王》的巨大成功，为流媒体网站优酷和香港电视广播有限公司（TVB）共同开发香港新剧提供了急需的推动力。
优酷的谢称赞了香港剧集的高效制作，以及编剧、导演和演员的专业精神。
谢说：“香港新电视剧成功的关键不仅在于保留这些重要资源，还在于准确理解并不断接纳年轻观众不断变化的偏好。”。
计划中的项目包括电视剧《法医英雄VI：救赎》、《月亮的黑暗面》、《纱女王背后》和《黄金时代》，以及电影《海关前线》、《幕后黑手》、《剑侠无敌》和《时光倒流》。
阿里巴巴影业总裁李杰在接受《环球时报》采访时表示：“植根于城市文化、融合东方美学和国际视野的电影制作人，将是我们在全球电影市场保持独特竞争力的关键。”
