2) as to + 接名词性从句,而 as for 没有此用法。

1)用在句首的as it is/was通常译为“实际上”

prescriptive grammar规定语法中表示比较关系相对固定的结构: as ... as ...; more ... than ...; less ... than ...; fewer ... than ...等等。
但从descriptive grammar描写语法原则来看待as…than…这样的结构,这种用法是存在的。
总之,从严格的语法上来看,as…than这种用法是不正确的,但在实际中确实存在这么使用的情况。
