2.On the one hand, more than three quarters of the population are Chinese, so you can simply speak Putonghua a lot of the time. On the other hand, Singapore is an English-speaaking country.
(1) on the one hand... on the other hand .. 意为一方面 另一方面 ”，常用于列举原因、情况等，说明一个事物的两个方面。
有时 on the other hand也可单独使用。On the one hand this activity makes people happy. On the other hand people have to afford too much money while doing it.
一方面这个活动让人们快乐；另一方面做这个活动时人们不得不花掉太多的钱。
(2） three quarters 意“四分之三”。在英语中，表达分数时要注意：分子用基数词，分母用序数词，即“子基母家”。当分子大于1的时候，分母要用复数形式。

拓展:含有分数的短语作主语时，谓语动词的单复数形式要与分数后的名词的数保持一致。若为可数名词复数，谓语动词也要用复数形式；若可数名词单数或不可数名词，谓语动词用单数形式。

whenever 连词，意为“在任何 的时候；无论何时”，引导让步状语从句，相当于 no matter when。
You can ask for help whenever / no matter when you need it.

拓展: 类似的由“特殊疑问词十-ever”构成的合成词还有：
whoever=no matter who无论谁 whatever=no matter what 无论什么
wherever=no matter where 无论哪里 however=no matter how 不管怎样
