Why does the author choose to use sentences (a) and (b) in the reading passage
Considering the genre of the reading passage – a news report, it requires more concise and formal language. So the author chooses to use sentences (a) and (b) in the reading passage, which are suitable for a news report.
Now look for more sentences with -ing as subject in the reading passage, and summarise its use in your own words.

In what situation -ing form can be used as subjects
Grammar: -ing as subject
1. 直接位于句首做主语, 表示某个抽象的、泛指的动作。
Swimming is a good sport in summer.
动词不定式也可以做主语，不定式作主语一般表示某个特定的、比较具体的动作
Smoking is not good for health.（吸烟对健康不好，此处表示泛指，不具体针对某个人）
It is not good for you to smoke so much. （吸太多烟对你不好，此处的动作具体针对你）
当句子中的主语和表语都是非限定动词时，要遵循前后一致的原则，主语和表语在形式上要求统一
Seeing is believing. / To see is to believe.
2. 用 it 作形式主语，把-ing form (真实主语)置于后面作后置主语。
动名词做主语时，不太常用 it 作先行主语，主要用在句型It is +表示否定的形容词(-less)或名词(no good, no use, a waste of time, fun)中。

3. -ing form 用于“There be”结构中。
There is no saying when he'll come.
There is no telling what will happen.
4. -ing form用于布告形式的省略结构中。
No smoking （禁止吸烟）
No parking. （禁止停车）

No trampling. （禁止踩踏）

5. -ing form的复合结构作主语。
-ing form的复合结构在句中作主语，当 -ing form有自己的逻辑主语时，常可以在前面加上一个名词所有格，形容词性物主代词或人称代词的宾格，构成 -ing form复合结构。

Student's knowing English well helps them in learning French.
-ing form的复合结构作主语时，必须用名词或代词所有格，作宾语时，也可直接用名词或人称代词宾格。
