In January, 2025, five students from Hangzhou No. 14 High School were in for a nice surprise. Their proposal (提案) was taken to the Zhejiang provincial two sessions (两会) by a school leader, Chen Limin who is a member of Zhejiang Provincial Committe of the Chinese People’s Political Consultative Conference (浙江省政协委员会,简称CPPCC).
The suggestion was about making home care services beter for the elderly in Zhejiang. The idea came from 18-year-old Ma Zhenhan and his team. They are all part of the school’s model CPPCC club. “At first, we noticed that old people around us needed help but didn’t know how to get it,” Ma said.
So the teens did surveys and talked to many old people to understand their needs. They collected about 1,000 answers.
They found many problems with the recent home care services. One big one was that there were not enough services for the elderly. Another problem was that services didn’t meet personal needs. Some people needed door-to-door services like haircuts, while others wanted more fun activities.
Then, the students looked into laws and got advice from government officials. With their tutors’ help, they came up with some solutions, like making a big database (数据库), better service checks, and introducing easier-to-use smart products and so on.
They finally won the first prize in 2024 Hangzhou primary and junior high school student model CPPCC.

In January, 2025, five students from Hangzhou No. 14 High School were in for a nice surprise.
