It means that even though the task or challenge ahead of us may look immense, it is actually completed with a series of small advances. Further, it cannot be completed at all unless we begin — unless we take that first step.
Lead-in
The source of the quote is the Daodejing by Laozi. It is an important primary text for Daoism/Taoism. In full, the passage goes: “A huge tree grows out of a small shoot; a nine-storied tower rises from a heap of earth; a thousand-mile journey begins with the first step.”
