Why or why not
No, it can’t. Because “interested” usually indicates a person’s interest in something while “interesting” usually indicates something making a person interested. In sentence (b), the subject is “he”, which refers to a person.
What is predicative(表语)
Predicative comes after a verb such as be, look, taste,smell, sound, feel, get, become, etc. It tells what is said about the subject.
跟在连系动词be, look, taste,smell, sound, get, become等词之后的即为表语,用来说明主语的状态的句子成分。
Her sister is a nurse.
When he heard the news, he got angry.

一、动词不定式作表语
1.当句子主语是表示“目的”“愿望”“梦想”“需求”“计划”“职责”等的名词,如aim、purpose、goal、intention、wish、hope、dream、suggestion、plan、duty等或主语为what引导的名词性从句时,常用动词不定式作表语说明主语的内容。

二、动词-ing形式作表语
1.现在分词作表语,往往具有形容词的性质,一般用来形容事或物本身具有的性质,常译为“令人……的”。常见的作表语的现在分词有moving(令人感动的)、interesting(令人感兴趣的)、encouraging(令人鼓舞的)、boring(令人厌烦的)、surprising(令人吃惊的)、puzzling(令人困惑的)、amusing(令人发笑的)、astonishing(令人吃惊的)、embarrassing(令人尴尬的)、satisfying(令人满意的)等。
