to 用于表达 “差几分到几点”，分钟数在 31-59分钟 之内。这里的关键是，小时数要指向下一个小时。
结构： 分钟数 + to + 下一个小时
e.g. 11:40 → twenty to twelve （差二十分到十二点）
11:45 → a quarter to twelve （差一刻到十二点）
