Hainan, China's southernmost island known for its sunny beaches, will start a new stage called “island-wide independent customs operation"” on December 18, 2025. Though the name sounds formal, it does not mean being cut off from others. Instead, Hainan will turn into a special customs area with more open rules. It will act as an important bridge linking China with the world market.
The key of this change is based on three rules:
