Dogs have rules too
VIENNA, the capital of Austria, is graced by its wealth of art, music, museums and parks. But some locals are saying that the city's charm is damaged by dog owners who don't clean up after their pets.
And, last week they came up with a solution. There is a citywide campaign telling dog owners to pick up after their dogs. That means "Don't leave a mess on city streets and in parks."
There are about 158, 000 dogs in Vienna. The city requires their owners to bag the pet's mess when walking it outdoors. But it is believed that only a minority of the city's dog lovers actually follow the rules.

Worldwide pet policies
Austria: Dog owners must get a licence when the dog is three months old. A rabies vaccination (狂犬病接种) is required. The dog must be kept on a leash (=be tied with a belt) in public places. Dangerous dogs must wear a muzzle (动物的口套) . Dogs are allowed in most public places at all times, including on buses. But dogs on public transport must wear a muzzle and the owner must buy the dog a ticket.
China: All dogs require a licence and a rabies vaccination. In some cities, such as Shanghai, neighbours' approval is required. In Beijing, the licence is 5, 000 yuan for the first year and 2, 000 yuan annually after that. A home can only have one dog and dogs are not allowed in some public places like supermarkets. In Beijing they are only allowed outdoors on a leash between 8 pm and 7 am.
US: Most states require a dog over four months old to have a licence. Fees range from a few dollars to 30 dollars. Dogs also need a rabies vaccination. The dog must wear a licence tag with the owner's name and address on it at all times. Most states put a maximum limit of five dogs for one home. Owners can get insurance to cover injury to the dog or damage done by the dog.

When Kirn Bogue accidentally threw her wallet away with her lunch leftovers, she had little hope that she'd recover the ¥900 and the credit cards inside.
With a team of co -workers, she twice searched the Santa Ana civic (市民的) buildings where she works as a doorwoman, but found nothing. "I was sick all weekend," said Bogue, who was saving the money for a trip to her native Thailand.
That same weekend, a homeless man came to the Santa Ana civic buildings and he was also searching for something. He made his routine visit to the dustbins nearby to look for waste cans and bottles. Grateful, Bogue gave the man a ¥100 reward, which he split with Wesley. She gave the money to her church. While the money would serve as a tempting find, especially for a homeless man, Wesley said the man's actions did not surprise her.
"I know he has got the biggest heart," she said. "Somebody like that who is so down on their luck and willing to help someone out is a rare thing."
The man is familiar to many employees in the area, even though not everyone knows his name. The 6-foot—5-inch man could frighten most people, but he has a friendly and polite nature.
He greets people throughout the day and often speaks to Wesley, who serves food to the homeless community on Sundays with the Homeless Coalition of Orange County.

SEATTLE — As the pack ice that is the bedrock of their existence melts because of global warming, polar bears are facing great environmental stress that will cause their numbers to drop, according to a report by several of the world's leading specialists on the species.
In a closed meeting last month in Seattle, 40 members of the polar bear specialist group of the World Conservation Union concluded that the animals — the world's largest bears — should now be classified as a "vulnerable (脆弱的) " species.
Their conclusion was based on what they said was a likely 30 percent decline in their worldwide population over the next 35 to 50 years. There are now 20, 000 to 25, 000 polar bears across the Arctic.
"The principal cause of this decline is climatic warning," according to a statement of the meeting. "All the evidence is heading in the same direction," said Scott Schliebe, who led the Seattle meeting and is polar bear project leader in Alaska for the US Fish and Wildlife Service. "In a shrinking (收缩) ice environment, the ability of the bears to find food, to reproduce, and to survive will all be reduced." Schliebe said that he was speaking for the panel (专门小组) and not for the US government.
The panel's conclusions became public this week as President Bush traveled to the Group of Eight meeting in Scotland, where US officials have tried to prevent any specific targets for reducing so-called greenhouse gases from being included in the meeting. Those gases are widely believed to cause the warming that causes polar icecaps to melt.
The United States is the only G-8 member that has refused to permit the Kyoto Protocol (京都议定书) , which calls for reducing poisonous gases that many scientists say are causing Earth to warm up.
The best information on the effect of global warming on polar bears comes perhaps from the western coast of Hudson Bay, in Manitoba. It found a 17 percent decline in the bears' population in the past 10 years, from 1, 200 to fewer than 1, 000. The panel in Seattle used the Canadian research as a basis for its warning about the future of polar bears around the world.
"We have seen with our own eyes that climatic warming is causing the ice to break up earlier," said Ian Stirling, a scientist for the Canadian Wildlife Service.
Ice is melting there about three weeks earlier than it did 30 years ago. "For a polar bear, not all weeks are created equal," Stirling said. "They are losing three weeks at the best time of the year for feeding on the ice, when little seals are abundant and bears put on fat that they store for the four months that they have to live onshore."
