Chinese cities and towns are expected to absorb about 300 million people from rural areas in 20 years if the urbanization drive maintains a growth of 1 per cent annually.
The massive migration of rural laborers will contribute greatly to the development of cities, Liu He, Vice-minister of the Office of the Central Leading Group of Financial and Economic Affairs, said yesterday.
The urbanization rate currently stands at 1.4 percent, which means that about 20 million farmers become urban residents each year.
Statistics from Liu’s office indicate that nearly 40 percent of farmers annual per capital income last year, about 3,200 yuan (US $ 395), was earned in cities.
But China faces many problems in its urbanization drive, such as low wages and lack of social security for migrant laborers, Liu told the 2006 China Development Forum organized by the State Council Development and Research Centre.
To protect the rights of migrant workers, barriers such as the household registration system ( or hukou) must be removed, suggested Justin Yifu Lin, an economics professor at Peking University.
Liu said China would adopt a step-by-step reform of its decades-old hukou system but suggested that the “green card” system practiced in Shanghai and some other cities-which enables long-term inhabitants to obtain urban hukou—be adopted in more cities.
In 2003, about 110 million surplus laborers left the farming sector; and 61 per cent of the migrant workers, or 69. 1 million, worked in cities, Liu said.
In Wuxi of East China’s Jiangsu Province, for example, about 1.5 million of its 6 million population are from elsewhere. And 100,000—150,000 newcomers settle down in the city each year, he said.

A German company was concerned about talks in Moscow trying to sell some 100 million dollars worth of equipment to a Russian State company. Talks went smoothly but differences remained. So Martin Bayer himself, the CEO of the German Company, decided to come to Moscow to head the talks. Besides caring about his business, the CEO wanted to go to Russia to hunt bears.
Martin Bayer was one of the greatest hunters of our time (and the Russians knew about it). He went to the Sahara more than hundred times and hunted lions, crocodiles; he hunted polar bears in the North Pole and tigers in the rain forests of India. But he had never hunted Russian bears.
So the Russians decided to organize a bear hunt for Mr. Bayer to sweeten the talks. This wasn't a simple task. Some people in the west still believe that bears may be found and seen everywhere in Russian cities just like squirrels may be seen in our back yards. This is not true. The closest place one may find bears in the wild is maybe 2,500 miles away from Moscow. However, a solution was quickly found. The Russian businessmen went to Moscow Circus(马戏团)and for $2,000 bought a very old bear. This bear used to amuse and amaze audiences in many countries for 30 years, but got and looked too old, and was retired.
“Be careful, the Russian bears are very dangerous, and frightening,” they told to Mr. Bayer. “If compared to the Russian bears, your African lions are nothing more than harmless cats.” The bear was brought to a forest 50 miles from Moscow and was left there. Mr. Bayer was excited and ready to hunt. This could become the most successful part of his extraordinary hunting experience. Coca-Cola co., often viewed as a symbol of modern American culture, said on Thursday it had acquired a lost 1931 Painting it commissioned from the famous U. S. artist Norman Rockwell.
“The Barefoot Boy” was one of six Rockwell oil paintings commissioned by the soft drink giant between 1928 and 1935. Copies of the painting appeared on nearly 2million Coca-Cola calendars, on posters and in window displays.
The painting, which shows a grinning(露齿笑)boy in straw hat and suspenders(吊带裤)holding a bottle of Coke and a sandwich, disappeared from public view shortly after it was produced. It was recently discovered in the hands of a retired Virginia executive.
Coca-Cola, the world’s No. 1 soft drink company, did not disclose how much it paid for the work, but did say its value was in line with other Rockwell pieces.
“The Barefoot Boy,” however, is believed to be worth a little bit more that the $ 345,000 recently paid for “The Dugout,” a 1948 Rockwell oil painting.
“This is an exciting and important link to our heritage(传统)by the great artist Norman Rockwell and is reminding of the Coca-Cola Co.’s deep connection over more than a century with the people who enjoy our products,” said Coca-Cola Chairman and Chief Executive Officer Douglas Daft.
