一、命题指导思想
(一)命题依据《普通高中英语课程标准(实验)》和《2007年普通高等学校招生全国统一考试大纲(课程标准实验版)》(英语)命题,突出英语学科特点。
(二)测试考生的英语语言知识、语言技能和综合语言运用能力,侧重对综合语言运用能力的考查,尤其是对运用英语获取信息、处理信息、分析问题和解决实际问题的能力的考查。
(三)重视语言的综合性与语境化因素,把语言知识放在各种实际的语境中考查,注重问题的真实性、情境性和应用性。对说的技能的考查坚持积极试验、分步实施的原则。
(四)体现对考生文化意识、情感态度等人文素养的考查。
(五)有利于考查考生的个性发展和思维的多样性与开放性。
(六)试卷应具有较高的信度、效度,必要的区分度和适当的难度。
二、知识和能力要求
根据英语课程标准的规定和普通高等学校对新生文化素质的要求,考生应在英语语言知识、语言技能、情感态度、学习策略和文化意识五个方面达到相应水平要求:
(一)语言知识
1.语音
要求考生理解和运用常见语音项目,了解主要英语国家的英语语音差异。
2.语法
要求考生理解语法形式的表意功能,并能正确运用。对较复杂的语言现象有一定的归纳和分析的能力。
3.功能
要求考生掌握常用的功能项目,在语境中恰当地理解和表达。
4.话题
要求考生熟悉有关我国一般社会生活的话题,并了解英语国家有关日常生活习惯的话题。
5.词汇
要求考生能使用约3300个单词和400—500个习惯用语或固定搭配,运用这些词语进行理解和表达。
(二)语言技能
1.听
要求考生听懂有关日常生活中所熟悉话题的简短对话和独白。考生应能:
(1)获取具体的、事实性信息;
(2)理解主旨和要义;
(3)对所听到内容的背景、说话者之间的关系进行简单的推断;
(4)理解说话者的意图、观点或态度。
2.读
要求考生读懂一般性话题的简短文字材料,例如公告、说明、广告以及书、报、杂志中的简短文章。考生应能:
(1)理解主旨大意;
(2)寻读具体信息;
(3)识别不同文体特征;
(4) 根据上下文提供的语境推测生词词义;
(5)作出简单的判断和推理;
(6)理解文段的基本逻辑结构;
(7)理解作者的意图和态度;
(8)理解文段的文化信息。
3.写
要求考生根据题示进行书面表达,例如根据所读文章进行转述或写摘要,根据文字或图表信息写短文或报告,根据提示叙述事情、表达观点和态度等。考生的表达应该:
(1)内容清楚、连贯;
(2)结构完整;
(3)逻辑性强;
(4)主题突出;
(5)用词及文体恰当。
4.说(对2007年英语及相关专业考生的要求)
要求考生根据题示进行口头表达。考生应能:
(1)用恰当的语音、语调、语气和节奏表达个人意图和情感;
(2)对一般的询问和要求做出恰当的反应;
(3)根据熟悉的话题,稍做准备后,有条理地进行简短演讲;
(4)就一般性话题进行讨论;
(5)根据话题要求与人交流、合作,共同完成任务。
(三)情感态度
要求考生能理解英语语言隐含的情感、态度和价值观,并用英语恰当地表达自己的情感、态度和价值观。
(四)学习策略
要求借助联想建立相关知识之间的联系;利用推理和归纳等逻辑手段分析和解决问题;总结所接触语言材料中的语言规律并加以应用;在听和读的过程中,借助情景和上下文猜测词义或推测段落大意。
(五)文化意识
要求考生了解常用英语语言与英语国家文化的关系,了解英语国家最突出的文化特色,对英语和英语国家的人民及其文化传统有客观和公平的认识;通过中外文化对比,加深对中国文化的理解。
三、考试范围和内容
按《普通高中英语课程标准(实验)》规定的八级要求命题。语言知识的考查内容参见附录。
四、考试形式与试卷结构
考试采用闭卷、笔试形式(英语及相关专业考生加试口试,办法另定)。试卷满分150分,考试限定用时为120分钟。
试卷包括第I卷和第II卷。第I卷为单项选择题,占105分;第II卷为书面表达题,占45分。
第I卷
第一部分 听力
本部分共两节,测试考生理解英语口语的能力。
第一节:5小题,每小题1.5分,共7.5分。要求考生根据所听到的5段简短对话,从每小题所给的3个选项中选出最佳选项。
每段录音材料仅读一遍。
第二节:15小题,每小题1.5分,共22.5分。要求考生根据所听到的5段对话或独白,从每小题所给的3个选项中选出最佳选项。
每段录音材料读两遍。
第二部分 英语知识运用
本部分共两节,测试考生对英语语法、词汇知识和简单表达形式的掌握情况。
第一节:语法和词汇,15小题,每小题1分,共15分,每小题在一句或两句话中留出空白,要求考生从每小题所给的4个选项中选出最佳选项。
第二节:完形填空,20小题,每小题1分,共20分。在一篇200至250词的短文中留出20个空白,要求考生从每小题所给的4个选项中选出最佳选项,使补足后的短文意思通顺、前后连贯、结构完整。
第三部分 阅读理解
测试考生阅读理解书面英语的能力。
本部分20小题,每小题2分,共40分。要求考生根据所提供短文的内容(总阅读量约1000词),从每小题所给的4个选项中选出最佳选项。
第II卷
第四部分 书面表达
第一节 阅读表达,5个小题,每小题3分,共15分。要求考生阅读所给的一篇短文(总阅读量不少于200词),并根据文章后的题目要求进行简答。简答题目主要有以下几类:
1.概括文章大意、标题,指出作者写作的主要意图;
2.补全文章中空缺的句子;
3.根据语境翻译句子;
4.英文释义;
5.回答问题;
6.陈述个人观点。
必要时可根据文章的题材和体裁设置其他题目。
第二节 写作,满分30分。要求考生根据题目的提示(包括情景、图画、图表、提纲等)和要求,用英语写一篇120—150个单词的短文。

Last August, Joe and Mary Mahoney began looking at colleges for their 17-year-old daughter, Maureen. With a checklist of criteria in hand, the Dallas family looked around the country visiting half a dozen schools. They sought a university that offered the teenager’s intended major, one located near a large city, and a campus where their daughter would be safe.
“The safety issue is a big one,” says Joe Mahoney, who quickly discovered he wasn’t alone in his worries. On campus tours other parents voiced similar concerns, and the same question was always asked: what about crime But when college officials always gave the same answer - “That’s not a problem here,” - Mahoney began to feel uneasy.
“No crime whatsoever ” comments Mahoney today. “I just don’t buy it.” Nor should he: in 1999 the U.S. Department of education had reports of nearly 400,000 serious crimes on or around our campuses. “Parents need to understand that times have changed since they went to college,” says David Nichols, author of Creating a Safe Campus. “Campus crime mirrors the rest of the nation.”
But getting accurate information isn’t easy. Colleges must report crime statistics(统计数字) by law, but some hold back for fear of bad publicity, leaving the honest ones looking dangerous. “The truth may not always be serious,” warns S. Daniel Carter of Security on Campus, Inc., the nation’s leading campus safety watchdog group.
To help concerned parents, Carter promised to visit campuses and talk to experts around the country to find out major crime issues and effective solutions.

While it is impossible to live completely free of stress, it is possible to prevent stress as well as reduce its effect when it can’t be avoided. The US Department of Health and Human Services offers the following suggestions for ways to deal with stress.
Try physical activity
When you are nervous, angry or upset, try releasing the pressure through exercise or physical activity. Running, walking, playing tennis, or working in your garden are just some of the activities you might try.
Take care of yourself
You should make every effort to eat well and get enough rest. If you easily get angry and cannot sleep well enough, or if you’re not eating properly, it will be more likely that you will fall into stressful situations. If stress repeatedly keeps you from sleeping, you should consult a doctor.

Schedule time for both work and entertainment. Don’t forget, play can be just as important to your overall well-being as work. You need a break from your daily routine to just relax and have fun. Stress can result from disorganization and a feeling that “there’s so much to do, and not enough time”. Trying to take care of everything at once can be too much for you and as a result, you may not achieve anything. Fidenzio Salvatori is determined that the city of Toronto will have an outdoor marketplace for merchants from its immigrant community, complete with dancing and other forms of amusement from their native countries. “Toronto is truly multicultural,” he said in a newspaper interview. “It’s a city from many places, and a multicultural marketplace will help Torontonians to understand and appreciate the rich variety of cultural groups in our city.”

Millions of people visit Yosemite National Park every year to see the tall waterfalls and mountains. These mountains are a splendid sight when viewed from the valley floor. Lots of stores, hotels, and restaurants are needed to handle the crowds. Also, water, roads, and other service systems are part of the infrastructure (基础设施) that must be maintained.
Unfortunately, these systems are starting to break down. It’s not just in Yosemite but in national parks around the nation.
Yosemite is thirty years old according to Dennis Galvin, a National Park Service worker. The park is not only old but worn out. Two or three times as many visitors come every year. That is too many visitors for the park to deal with.
Four years ago a storm washed out a water pipeline in the Grand Canyon. The National Park Service had to send water trucks to provide water for the visitors. Last month pipes almost broke again and roads had to be closed for a while.
Why hasn’t the National Park Service kept up the park repairs There is a lack of money. The United States has 378 monuments, parks, and wilderness areas. Between three and four billion dollars are needed for repairs.
Yosemite is one national park that does have money for repairs. It has two hundred million dollars but cannot spend it any way it chooses. When the park workers started widening the road, they were forced to stop by the Sierra Club. The club claimed that the road work was damaging the Merced River that runs through the park.
A Sierra Club lawyer, Julia Olson, feels that the infrastructure needs to be moved out of Yosemite. That way less pressure will be put on the already crowded park.
