英语不是美国的国语
美国的“国语”?当然是英语!很多人都会这样想。
其实不然。美国是英语国家,但它从未将英语定为“官方语言”或“国语”。围绕是否将英语定为官方语言或国语的辩论,已经持续了百年之久。目前美国正处在移民政策改革当头,英语地位问题又被提了出来。
历史渊源
美国在建国初期,尽管有人提出,美利坚民族应该是一个有着共同的祖先、操着相同的语言、信奉着同一种宗教、依附同一种政府原则、具有共同生活方式和习惯的民族,但这种观点过于理想化,在当时也没有可行性。因此,不管是美国《独立宣言》还是《联邦宪法》,都未明文确认英语是官方语言。原因有两方面,一方面为了体现新生共和国的民主精神,开国先贤们认为使用何种语言是个人选择的权利;另一方面当时美国尽管是以讲英语的移民为主,但社会族裔还是呈多元化,语言也是多种并存,而且在建国初期,美国的移民政策是打开大门的欢迎政策。因此,宽松的语言环境也是可以理解的。
与此同时,保护和突出英语的观念也自美国建国以来就产生了。1780年约翰·亚当斯主张建立国家学院,以“净化、发展和决定英语的使用”;本杰明·富兰克林则在更早时就担心,在宾夕法尼亚英语会被德语替代,因为德裔人口占了1 /3以上。而实际上德语对英语构成威胁是在19世纪。
19世纪中期,德国向美国大量移民,几乎占了外来移民的一半,是美国当时最大的白人族裔集团。德国移民聚族而居,极力保留本民族的语言文化,他们开办学校,讲授德语,德裔移民的教会也全部用德语来举行仪式。一时间,德语报刊大量膨胀,1900年,美国有750种以上的德文报纸。由于人多势众,1843年得克萨斯州的法律用德语颁布,德裔占了该州白人人口的1/5。如果不是第一次世界大战,德语在美国的发展势头很难被抑制下去。
战争使德美两国成为敌对国家,美国社会掀起反德运动,首当其冲就是德裔居民,不少人因此被捕,德语书刊等一律被取缔,德语教育被终止,1918年联邦法律规定所有接受联邦资助的公立和私立学校必须把英语作为第一语言教授。1915 年高中里有25%的学生学习德语,而到1920年后连1%都不到。从此,德语在美国一蹶不振。
“独尊英语”运动的兴起
1965年《移民法》颁布后,大量来自亚洲和拉丁美洲的移民进入美国,他们大多数人来自非英语国家,再加上《民权法案》的实施、双语教育的兴起,一些人感到英语的主导地位岌岌可危,于是“独尊英语”运动应运而生。
最早通过“独尊英语”法律的是伊利诺依州,时间是1969年。但真正影响比较大的是美国参议员早川雪在1981 年提出的将英语定为美国官方语言的英语修正案。他提出了三个理由:一个共同的语言才能统一社会,学习英语是每一个移民的必修课,一个移民只有通过学英语才会参与民主政治。该修正案在参议院经过讨论,但未获通过。1983年早川雪又发起成立了“美国英语”民间组织,目的就是要通过英语修正案和取消双语教育。1986年又出现了“独尊英语”的组织,尽管它比“美国英语”规模小,但态度更加坚决。
“独尊英语”运动的实质就是排斥其他语言,主要特征是希望通过立法确定英语为惟一的官方语言。在这里,英语早已超出了语言本身的意义,成为盎格鲁新教文化的标志;捍卫英语,就是捍卫美国主流文化。“独尊英语”运动在20世纪八九十年代有一定的市场,也取得了成果,如推动加州通过了“63法案”,宣布英语为加州的官方语言,这在有着大量少数族裔人口的加州有一定的影响。1996年众议院经过六个小时的激烈辩论,通过了“官方语言宣言法案”,该法案禁止官方机构向民众提供其他语言的帮助。当时争论的焦点体现在“统一语言使国家团结,多种语言使国家分裂”。然而该法案最终没能在参议院得到讨论,最后也就不了了之了。目前美国有27个州将英语定为官方语言。
“新瓶装老酒”
今年5月18日,美国参议院通过了将英语定为“国语”的一项移民改革法案修正案。修正案规定,除得到法律许可的人群外,今后任何人不得在联邦文件或服务中使用英语以外的语言。同日,又通过一项相关的法案,将英语定义为“共同和统一的语言”。在表决中,有20多名参议员对两个法案都投了赞同票。这不禁使人纳闷:美国英语怎么了?
答案很简单,就是美国的主流社会感到英语受到了威胁,如同一个世纪前来自德语的威胁一样。目前美国有4700 万人在家不讲英语,占美国总人口的18%,在这4700万人中2140万人英语不过关,占美国人口的8.1%。在这些不讲英语的人群中以操西班牙语的人为主,有2810万,操英语以外的其他欧洲语言的有1000万,操亚洲语言的人为700 万,其他语言的为190万。上述数字足以让美国主流社会感到担忧,以亨廷顿的著作《我们是谁?》为代表。亨廷顿认为,美国如果不阻止西班牙裔移民进入美国,美国将有两种文化(盎格鲁和西班牙)和两种语言(英语和西班牙语),只有阻止西班牙裔移民,美国才能保持文化和政治上的完整。
美国社会关于“国语”定位之争,与美国的族裔结构变动密切相关。根据2004年3月的统计,在国外出生的美国人口达到了3400万,占总人口的12%,而且移民的来源地以拉丁美洲和亚洲为主,拉美国家中又以墨西哥为主,墨西哥裔目前占到美国外来人口的28%。新移民在习俗、语言、宗教等方面与美国本土人有较大的区别,他们人数众多,对美国的政治、社会及文化等方面产生了一系列影响。由于美国正面临移民政策的重大改变,布什总统和美国政府面临左右为难的境地:一方面不愿意得罪西班牙裔移民,毕竟他们人数多,是潜在的选民群体,因此希望通过“客工计划”解决非法移民问题;另一方面也不能过分激怒保守势力,希望通过定英语为“国语”或“共同和统一语言”,做个姿态,以寻求一种平衡,达到顺利通过移民法的目的。关于语言的争论,再一次超出了语言本身的意义,被赋予了新的内容。
此次通过的“国语”法案规定,英语成为“国语”后,将不影响现存的“双语教育”和双语选票,而这两者也是美国社会具有争议的问题。
双语教育在19世纪末20世纪初的美国社会是很普遍的事情,后来随着第一次世界大战前后“美国化”运动的开展逐渐被取缔。双语教育再次兴起是在20世纪60年代的迈阿密。古巴革命后,大量流亡的古巴人移民该地区,地方政府尝试着进行双语教育,以期使移民的后代尽快掌握英语,融入社会。1968年国会通过《双语教育法》,从联邦的角度资助双语教育。双语教育主要是针对西班牙裔移民,从出现之时就备受争议。反对者认为,它花费了大量纳税人的钱,但收效有限,而且对移民后代英语水平的提高没什么好处,同时也不利于移民尽快融入美国社会。移民本身对双语教育看法也有分歧,一部分人主张他们的孩子首先应该学习英语,这样才能出人头地,因此1986年加州在将英语定为官方语言的公决中,有41%的西班牙裔投了赞同票。
1965年颁布的《选举权法》保障了全体公民不分种族皆享有选举权,为了真正实现这种权利,在墨西哥裔团体的推动下,1975年国会通过修正案,向少数族裔选民提供双语选票,在选举中给予他们语言帮助。双语选票也曾遭到“独尊英语”人士的反对,被认为将导致“美国魁北克”的出现。在最近这次“国语”的辩论中,双语选票幸免于难,其原因被媒体一语道破:少数族裔手中的选票举足轻重,谁也不敢忽视。
当今美国社会多元文化并存,多种语言通用,尽管参议院通过了“国语”法案,但要成为法律,前面的路还很长,英语在美国的地位还是个悬而未决的问题。
