government
made
a
draft
regulation
(法规草案)
for
the
protection
of
the
disabled,

it

effect

January
1,
2012.
According

the
regulation,
blind
people
are
able
to
take
their
guide
dogs,
with
certification
(证明),
to
public
places
and
onto
public
transportation
vehicles.
Though
there
is
no
“real”
guide
dog—trained
guide
dog
with
certification—in
Chongqing
yet,
the
regulation
is
helpful
for
disabled
people.
Other
cities
have
different
regulations
about
guide
dogs.
Shanghai’s
regulation
orders
that
pet
dogs
not
be
allowed
to
be
brought
into
public
places
such
as
schools,
hospitals
and
libraries,
but
“blind
people
who
take
their
guide
dogs
are
not
restricted
by
this
regulation.”
In
Beijing,
guide
dogs
still
have
limited
access
to
public
places
and
are
not
allowed
on
public
transportation
vehicles.In
the
United
States,
there
are
special
guide
dog
schools
to
train
dogs.
Such
dogs
can
go
just
about
anywhere
that
you
can.
In
fact,
according
to
the
Americans
with
Disabilities
Act
《美国残疾人法》,
a
guide
dog
is
allowed
anywhere
a
person
can
go.
