Thank you for agreeing to be a Test Administrator for PISA. The purpose of this manual(指南) is to help you to understand how you will assist with the successful implementation of this large-scale student survey.
1.1. What is PISA?
PISA stands for the Programme for International Student Assessment, sponsored by the Organisation for Economic Co-operation and Development (OECD). PISA 2015 is the sixth PISA study that has been conducted since 2000 and involves more than 70 participating countries.
PISA has the following characteristics:
? It is the world’s largest international survey in education.
? It surveys students aged about 15 years.

Undertaking PISA is important because the results of the test can be used:
? to indicate how well prepared students in a country/economy are for learning once they leave school;
? to identify areas for improvement over time by schools, education systems, and governments; and
? to allow a comparison of student performance and the learning environment between different countries.
1.2. Components of PISA 2015
? 1.2.1. Cognitive test
42 students from each school will be randomly sampled to complete a 2-hour computer-based test consisting of questions in science, mathematics, reading, and Collaborative Problem Solving.
? 1.2.2. Questionnaires
These students will also be asked to complete a 30 minutes Student Questionnaire on the computer either directly after the test sections or at a later time.
? 1.2.3. Financial Literacy assessment
After the cognitive test and questionnaires, a sub-sample of 10-11 students will take a computer-based Financial Literacy(FL) assessment. The 65-minute Financial Literacy assessment tests students’ knowledge of personal finances and their ability to apply it to their financial problems.

Every people uses its special words to describe things and express ideas. Some of these expressions are commonly used for many years. Others are popular for just a short time. One such American expression is “Where’s the beef?” It is used when something is not as good as it is said to be. In the early 1980s “Where’s the beef?” was one of the most popular expressions in the United States. It seemed as if everyone was using it at the time.
Beef, of course, is the meat from a cow and probably no food is more popular in America than a hamburger made from beef. In the 1960s a businessman named Ray Kroc began building small restaurants that sold hamburgers at a low price. Kroc called his restaurants McDonald’s. Kroc cooked hamburgers quickly so people in a hurry could buy and eat them without waiting. By the end of the 1960s the McDonald’s Company was selling hamburgers in hundreds of restaurants from California to Maine. Not surprisingly, Ray Kroc became one of the richest businessmen in America.
Other business people watched his success. Some of them opened their own hamburger restaurants. One company, called Wendy’s, began to compete with McDonald’s or anyone else. The Wendy’s Company created the expression “Where’s the beef?” to make people believe that Wendy’s hamburgers were the biggest. It produced a television advertisement to sell this idea. The Wendy’s television advertisement showed three old women eating hamburgers. The bread that covered the meat was very big, but inside there was only a tiny(极小的) bit of meat. One of the women said she would not eat a hamburger with such a little piece of beef. “Where’s the beef?” she shouted in a funny voice. These advertisements for Wendy’s hamburger restaurants were a success from the first day they appeared on television. As we said, it seemed everyone began using the expression “Where’s the beef?”

More people are dying from hepatitis(肝炎)than AIDS and tuberculosis, warns World Health Organization. The World Health Organization(WHO)has urged for action to wipe out hepatitis as ongoing illness worsens.
In its first global report on the infection, it said the number of people dying from treatable forms of the disease, often caused by alcohol and drug abuse, is rising. Viral hepatitis is believed to have killed 1.34 million people in 2015, and amount similar to that of tuberculosis.
But while those are both falling, hepatitis deaths are on the rise-increasing by 22 per cent since the turn of the century.
However, most of the 325 million people infected are completely unaware they have the virus and some lack life-saving medicines. As a result, millions of people are at risk of a slow progression to chronic liver disease, cancer and even death , the WHO warned, Margaret Chan, director general of the WHO, said: “Viral hepatitis is now a major public health challenge that requires an urgent response.”
The two most common forms, which are responsible for 96 per cent of deaths from the disease, are hepatitis B(HBV)and hepatitis C (HCV)
HBV can be passed on through unprotected sex and bodily fluids(液体). It requires life-long treatment with a drug commonly used to battle HIV. New infections of this type of the disease are falling, thanks to a vaccine given to 84 per cent of newborns across the world. However, just nine per cent of sufferers know they are infected, meaning many go under the radar and miss out on treatment
HCV, usually spread through blood- to-blood contact with an infected person, can be cured relatively swiftly, but many patients across the world are unable to afford the medication. Around 1.75 million people were newly infected with HCV in 2015, bringing the global total to 71 million, figures suggests. But four fifths of those infected with this type of the disease are unaware they are suffering, the WHO warned
Experts looking at the cases have identified unsafe healthcare procedure and injection drug use as the top causes. Gottfried Hirnschall, director of WHO’s Department of HIV and the Global Hepatitis Programme, said the WHO was working with governments, drugmakers and diagnostics companies to improve access.
He added: More countries are making hepatitis services available for people in need-a diagnostic test cost less than $1 (78p) and the cure for hepatitis C can be below $ 200 (£156). But the data clearly highlight the urgency with which we must address the remaining gaps in testing and treatment.
Charles Gore, president of the World Hepatitis Alliance, said: “For the first time in the history of viral hepatitis, we have an understanding of the true impact of the disease.”

Sir Nicholas Winton, rescuer of children, died on July 1st,2015, aged 106.
When the letters and the honor came knocking on the door of his house in Maidenhead, and the filmmakers came calling, Nicholas Winton always protested that he was no hero. Heroes faced danger; he never had. They put their lives on the line; he had just worked at home in Hampstead, after a day being a stockbroker in the City. They avoided bullets and the secret police; he wrote letters, made telephone calls,and composed lists.
The fact that he had rescued 669 children from Czechoslovakia just as the Nazis invaded did not, in his mind, constitute heroism. He hadn’t gone out there in 1938 with any burning urge to do good; just for a holiday, in fact. Nor had he gone looking for children to rescue. Instead they and their parents had come to him, as soon as word got round that he might be able to help them leave Prague and get to the West. From 6.00 a.m. the knocks would come at the door of his room in the Europa Hotel, and he would open it to find some shivering, starving, desperate figure.
When faced with a problem, his instinct was to solve it. So he made lists of the children, took their photographs, got them Home Office entry permits, found them foster families and organised their departure on trains, via the Netherlands, to Liverpool Street. After just three weeks in Prague, he went back to Britain and carried on the work from there.
The British Committee for Refugees from Czechoslovakia gave him almost no help, so he took sole charge himself. The Home Office was slow with entry permits, so he copied some illegally. In search of foster-parents for the children he put their photos in Picture Post; in the hope of farther havens for them he wrote to governors and senators in America and even to President Roosevelt, to no avail. He could have rescued at least 2,000 more, he said later, if America had been willing to take any.
A hero might have got involved in the stress and distress of individual cases. He avoided that by treating them like a commercial transaction: like the world he knew, in fact. A market was created, takers were sought and any likely bidder would do. Siblings were separated, if necessary. Jewish children 一 they were almost all Jewish一were often placed with Gentile families. Mr. Winton did not care and he just had to get the children out alive and fast. When they arrived, exhausted, at Liverpool Street he seldom greeted them himself, preferring to stay calmly at a distance. Only one event traumatised him: the disappearance of 250 children on the last transport of September 1st 1939,as war was declared. But this awful thing too he stored at the back of his mind, realising that he had done all he could and his part was over. The scrapbook of lists, photographs and begging letters went up to the attic; he said nothing about it, and moved on.
He liked it that way. The silent background suited him very well. For 50 years he sat on the Czech story, not supposing anyone would want to know, until in 1988 the scrapbook came to light and, with it, a blaze of publicity, culminating in an evening on Esther Rantzen’s “That’s Life” TV show when the whole audience suddenly stood up round him, applauding him,and every one was a child he had saved. It was “absolutely awftil”,he thought; and wept with long-suppressed joy.
He was still no hero, though, in his own book. He had had no desire to improve the world: indeed, not even much idea which job he was best suited for. At his father’s suggestion he had tried banking first, having left Stowe with nothing much to show for it. After the war he dabbled in business,but it didn’t take. In later years he worked for a mental-health charity and helped to set up homes for the elderly; and wondered why saving the Czech children was deemed more heroic than those things. He had simply done what needed doing at that time, in that place. Surely any decent person would have done the same?

Cybebullying issue has been a hard nut to crack, which affects students’ daily life and even brings about psychological problems. The descriptions presented above are typical examples.
Quite a few factors give rise to the hot issue. To begin with, many media online expose children to negative information, especially concerning violence, which will be rooted in children’s heart and mislead them to bullying. Besides, inadequate parental education should also be responsible for their children’s ignorance of laws and indifference to others’ feelings. They will end up appealing to more simple but rude ways to serve their purpose. As a consequence, not only does it endanger children’s physical condition but also causes many mental problems.
From my point of view, there is no simple solution to cyberbullying. Most important of all is proper guidance and monitoring as well as moral education from both schools and parents. It’s only in this way that students can grow up healthily and we may build a harmonious society.
