1978年12月，党中央、国务院为改变西北、华北北部、东北西部地区缺林少水生态失调的状况，决定建设一个大型防护林体系工程――“三北”防护林体系工程。三北的防护林体系工程，是一项改造大自然、造福子孙后代的宏伟而艰巨的工程。
它东起黑龙江，西迄新疆，横贯黑龙江、吉林、辽宁、北京、河北、山西、内蒙古、陕西、甘肃、青海、新疆等省、市、自治区的396个县旗，东西长7000公里，万里长城由东到西所经的200多个县、旗，基本上全部包括在这一工程体系之内。所以社会上普遍称“三北”的防护林为绿色万里长城。
