The International Day of Disabled Persons, an international observance declared by the United Nations since 1992, is observed on December 3, aiming to promote an understanding of disability issues and get support for the rights of people with disabilities.The day takes place annually and focuses on a different issue each year.In South Africa, December 3 also marks the beginning of the Disability Awareness Month.
Since the first celebration, people with disabilities have gained recognition of their rights by states across the globe and of their rightful place in society.But there is still much work ahead of us to turn those legal rights into a true revolution,in which diversity is fully accepted and lived.
The estimated one billion people living with disabilities worldwide face many obstructions of inclusion in many key aspects of society.As a result, people with disabilities can’t enjoy the equal rights as normal people, which include employment, education as well as social and political participation.The right to participate in public life is essential to create stable democracies (民主国家), active citizenship and reduce inequalities in society.
In many cases, people with disabilities must be able to fulfill their role in society.It is important to focus on the ability and not on the disability of an individual.It is important to note that disability is part of the human condition,and that all of us either are or will become disabled to one degree or another during the course of our lives.
By promoting empowerment (授权), real opportunities for disabled people are created.This supports them in setting their own priorities. Empowerment involves investing in them—in jobs, health, nutrition, education, and social protection. When disabled people are empowered, they are better prepared to take advantage of opportunities, and they can more readily accept their civic responsibilities.

The next thing that Mrs.Slaton said changed the course of Jean’s life.The teacher leaned forward over her desk and said,“I have a little secret for you.You do have unlimited abilities and talents.When you leave school,if you don’t go for your dreams,no one will do it for you.You can have what you want if you want it enough.”
The hurt and fear of years of discouragement disappeared all of a sudden.Jean felt thrilled and told her about her dream of becoming a pilot.Mrs.Slaton slapped the desk top.“Then do it !” she said.
So Jean did.It didn’t happen overnight.In her 10 years of hard work,even facing varieties of laugh,frustration and opposition,she never gave up her dream.Instead,she went on doing everything that her third-grade teacher said was fairy-tale.
Eventually,Jean Harper became a Boeing 737 captain for the United Airline Company.

动词不定式
一、基本概念
动词不定式由“to+动词原形”构成。这里的to是不定 式标志,没有词义。其否定形式为not to+动词原形,不定 式具有名词、形容词或副词的某些语法功能,又有动词的时 态和语态的特点及作用。二、基本形式和用法

Ⅰ.不定式作主语
谓语动词用单数形式。若不定式结构比较复杂,往往用it作形式主语,真正的主语放在句子的后面。
To catch the 5?00 bus early in the morning is not a good idea.
赶早晨5点的公共汽车不是个好主意。
It is not a good idea to catch the 5:00 bus early in the morning.
早晨很早赶5点的公共汽车不是个好主意。

若要说明不定式的动作的执行者,可以在不定式前面加上“for+名词或代词”结构,或是“of+名词或代词”结构。可用于“of+名词/代词+动词不定式”结构中作表语的形容词是指那些可以表示人或事物的性质或品质的好坏的形容词。如:
careful,cruel,foolish,brave,good,honest,kind,rude,polite,nice,stupid,selfish,silly,wise,thoughtful,wrong等。

Ⅱ.不定式作宾语
1.下面口诀中动词的后面常跟不定式作宾语:
决心学会选计划,拒绝答应想假装;
主动设法愿希望,同意请求帮一帮;
准备威胁易声称,渴望申请败踌躇。
其对应的动词分别为:decide/determine,learn,choose,plan,refuse,promise,want/attempt,pretend,offer,manage,expect/wish/hope,agree,ask/beg,help,prepare,threaten,tend,claim,desire/long,apply,fail,hesitate。
The driver failed to see the other car in time.
司机没能及时看见另一辆车。
He can’t afford to buy the expensive car.
他买不起那辆昂贵的小汽车。
2.常用句型“主语+v.+it+adj./n.+to do sth.”。其中,it为形式宾语,to do为真正的宾语。能用于这一句型的动词有:think,find,make,believe,consider,suppose,feel等。
I think it useful to learn a foreign language.
我认为学门外语很有用。
Ⅲ.不定式作表语
放于be,become,sound,taste等系动词后面常表示将来的动作或起解释说明作用,其主语常常是wish,idea,task,purpose,duty,job等表示意向、打算、计划的词。
His dream is to be a doctor.
他的梦想是成为一名医生。
My work is to clean the room every day.
我的工作是每天清扫房间。
Ⅳ.不定式作宾语补足语
1.常跟不定式作宾语补足语的动词有:ask,tell,invite,get,advise,allow,want,permit,warn,hate,encourage,prefer,expect,order,wish等;有些动词常跟“to be+形容词”构成复合结构,如think,consider,imagine,prove,find,know,suppose等。
Father will not allow us to play on the street.
父亲不让我们在街上玩耍。
We believe him to be guilty.
我们相信他是有罪的。
2.在make,let,have,see,hear,watch,notice,feel,observe,listen to,look at等动词(词组)后的复合宾语中,不定式不带to,变为被动语态时,to不能省略,此时不定式作主语补足语。在help后,不定式可以带to,也可以不带to。
The boss made the workers work 10 hours a day.
老板让工人们一天工作10小时。(宾语补足语)
The workers were made to work 10 hours a day by the boss.(主语补足语)
