此处为完全倒装句式,正常语序应为:
The Human Development Report came from this agreement.

全部倒装:介词短语+ 谓语 + 主语
什么情况下用全部倒装呢?
完全倒装结构常用于以下两种情形:
(1)表示方位的副词或时间副词放在句首,且主语为名词时。这类副词有: here/ there, now/ then, in/ out, up/ down, above/below, away, off等。
公共汽车来了
The bus comes here.
(2)当表示地点的介词短语放在句首时。
校长坐在大厅的前面。
The headmaster sat at the front of the hall.
At the front of the hall sat the headmaster.
倒装:Here comes the bus.
