（1）whether … or not 意为“是…还是；不管…还是”如：

（2）whether引导宾语从句时通常可以和if互换，意为“是否”，当它和or not连用时，不能与if互换。如：
I don’t know whether/ if he will come. 我不知道他是否会来。
I don’t know whether he will come or not. 我不知道他是否要来。
