it 为形式主语，真正的主语是provide a clean and …for their children.
It’s one’s job (duty) to do something. 看作一个固定句型，表示“做某事是某人的职责”。
provide 作动词，意为“ 提供；供应”。
provide sb. with sth.或provide sth. for sb.
意为“为某人提供某物”。如：
It’s every teacher’s job to explain things clearly to the students.
把东西给学生讲明白是每一位老师应做的事情。
