It was one of the best birthday presents I’ve ever given, and it has inspired me to ask the same from all my friends this year. It’s not like I need any more stuff and I know it will make me feel great to know my friends are out there sharing their talents and time with people who can really use it.

The British Government has decided to wipe out the obesity spread through a new strategy (战略) by offering fat people cash.
According to the latest measure, employers will be demanded to set up competitions with money, vouchers (购物券) and other rewards for people who refuse junk (垃圾) food in favor of healthy eating and living. And those who lose the largest weight will earn the biggest prizes, reports the Telegraph.
One competition, called The Biggest Loser, has a 130-pound gift in store for the participant who loses the most weight in eight weeks.
The announcement comes after experts estimated (估计) that most of the population in Britain would be obese by 2050 unless immediate action is taken and the related rise in ill health would cost the NHS 50 billion pounds a year.
According to ministers, giving people cash will help avoid larger costs associated with treating cancer, heart disease and diabetes caused by obesity. The government said that it wants to make Britain the first major nation to hold back the rising tide of obesity. And the milestone strategy — Healthy Weight, Healthy Lives — is their solution to the problem.
Another key measure for the strategy is to control rising obesity among children. The government has set itself an aim of reducing the number of fat children to 2000 levels by 2020. There will also be a “Walking into Health” battle, aiming to get a third of the population in England walking an extra thousand steps — around a kilometer — every day by 2012.
The UK Government is investing (投资) 372 million pounds over three years to perform the strategy and yearly progress reports will be published.

Developed countries are outsourcing more than a third of their carbon emissions (碳排放) connected with products and services to other countries, researchers say.
A study found that some countries in Western Europe have more than half of their total CO2 emissions happening elsewhere, especially in developing countries.
Researchers at the Carnegie Institution used trade data from 2004 to create a model of the flow (流动) of products in 113 countries and regions. They then connected those products with carbon emissions to determine which countries are “buyers” of emissions and which are “sellers”.
“Just like the electricity that you use in your home probably causes CO2 emissions at a coal-burning power plant somewhere else, we found that the products imported by the developed countries of Western Europe, Japan, and the United States cause heavy emissions in other countries, especially China,” said the study’s lead author Steven Davis of Carnegie.
The study also found that the products used by each person in Europe caused almost four tonnes of CO2 emissions in other parts of the world. In the U.S., the figure was smaller, about 2.2 tonnes per person, although the U.S. is both a buyer and seller of carbon emissions. The U.S. “outsources” about 11 percent of its total emissions connected with the use of products. Canada, while mentioned as a country with high production of carbon emissions, has a small net export (净出口) of emissions, along with Australia, Indonesia, and Egypt. The study said the carbon emissions connected with Canada’s imports and those connected with its exports are almost the same every year.
The researchers say their study shows that carbon emissions policy must take total emissions into consideration, not just the emissions each country produces itself.

Raising a family today often means that both parents have to find work to provide properly for their needs. But with both parents out at work it can sometimes leave the children lonely and neglected.
Recent studies have shown that this is one of the main reasons why children are tempted to join gangs (团伙).
Many children find themselves being picked on or even bullied at school because they are not self-confident enough. This then makes joining the supposed safety of a gang much more attractive to them.
For some reason these kids believe that being part of a gang will keep them safe and looked after. The thing that they do not realize is that it can often put them in more serious danger if gang rivalries (竞争) start. It can also put their families at risk from reprisals (报复) too.
